When you say that a white person killing a black person is rare, and that racist killing is even rarer, I think what you refer to is the vanishingly small number of occasions when a white person is actually held to account for killing a black person. Most of these all-too-frequent occurrences are passed off as 'self-defence' (because obviously a white person is fully justified in defending themselves against an unarmed black person by gunning them down with a semi-automatic rifle). Or they go the way of the Emmett Till case, where the killers are found not guilty in the teeth of the evidence. Or they simply remain unsolved (the police can't be arsed to investigate) or unreported (because nobody can be arsed reporting to police who can't be arsed to investigate).

I'm a white British retire civilservant and Trade Union activist who has spent man years fighting for equal rights for black, brown. LGBTQ+ and any other people getting the shitty end of the stick. I know this kind of crap goes on and I know from people I've dealt with across the pond that it's far worse over there.

As for your article, the precise correlation between the information you communicated and the facts, insofar as they can be determined and demonstrated, is such as to cause epistemological problems, of sufficient magnitude as to lay upon the logical and semantic resources of the English language a heavier burden than they can reasonably be expected to bear.
