We face simijklar issues here in the UK. Natiurally, as a much smaller country, we are more dependent on trade, but as a maritime nation that is built into our world-view anyway.
That said, the near-total destruction of our manufacturing industry was an ideologically-driven act perpetrated by Thatcher. Her stated aim was to 'destroy Socialism' , and in order to do so she systematically destroyed the heavy and skilled industries that supported and empowered the Trade Unions, who in turn were the main props of the Labour Party.
What has been learned from this is that infrastructure modifications and improvements of the type you're looking for, and the reshoring of capital and other assets, cannot be accomplished without significant State intervention and public sector investment. None of this is likely in a country with two hard-Right parties and no visible Centre or Left.
