To my mind, monarcheis are not necessarily the key. The keys are:

i) To separate the role of Head of State from that of Chief Executive.

ii) A Chief Executive who is an elected member of the legislature, sits in said legislature, is directly and instantly accountable to the legislature, and whose main function is to chair meetings of the Cabinet and act on their collectively-agreed decisions.
