This sounds to me like a twisted offshoot of what's been called the Great Commission. The GC is the duty laid on the Apostles by Yeshu'a (post resurrection) to go forth and witness, convert and baptise 'all nations, even unto the ends of the Earth'. This is a duty which many believe belongs to all Christians, just as Islam reputedly requires Muslims to convert the whole world.
The difference being, theologically at any rate, that while the other Abrahamic faiths support the notion of theocracy rather than secular government, Christian theology requires one to despise temporal power.
But a proselytising relgion works best when you convert the rulers first, doesn't it? That bit of pragmatism accounts for the spread of Christianity in Europe and also for the kind of thinking that leads to Dominionism.
