The problem with both of these systems lies with the offender themselves. The psychopath or sociopath does not care if they are forgiven or not, and while they may mouth the words and go through the actions of repentance and restitution, they will be planning their revenge on those who have dared to judge and punish them. For these types, the only options are permanent detention or euthanasia.
