However enlightened and supportive a society is, there will always be those who would rather steal than work, those whose ambitions are allied with an impatience that prevents them from taking a legitimate path, and those who commit terrible actions simply because they can. There will always be a need for systems and people who are trained and empowered to seek out and deal with these outliers.
