Racism is racism, it can be applied by anyone of any colour to anyone of a different colour. It is personal and can be dealt with by education.
What you describe as racism is systemic or insitutional racism. That is a political issue that requires political solutions.
Oh, and give it over with the 'microaggression' thing. As a Northerner living in the Midlands, I get, on a weekly basis, a raft of them. People asking me where my flat cap, racing pigeons and whippet are. Snide comments upon my supposed miserliness. 'Jokes' about 'Mam and Dad and us 45 kids living in a shoe-box in the middle of the road' or 'Yorkshire, where men are men and sheep are nervous'. Or simply the waiter at a restaurant giving me a blank look when I asked for the wine list. "Sorry, mate," he says, "I heard your accent and thought you'd want beer!"
Nobody has a monopoly on this kind of shit!
