Sounds to me like somebody thought of a lot of images that spooked them, and just strung them together with a thin attempt at a plot. Then couldn't figure out how to finish it, so didn't bother. No wonder the highbrow critics jumped through hoops about it! The same thing happened with Un Chien Andalou back in 1929 -to the extreme annoyance of one of its creators, Luis Bunuel. The other writer, Salvador Dali, was more sanguine, but Dali always knew that the more he mocked the critics, the more they adored him (he was like Picasso in this, but where Picasso was a genuine con-artist, Dali could actually draw!).
It also strikes me that Skinamarink holds lots of echoes of those cheaply-made 'psychological horror' first-person games that pop up month after month on Steam!
Somebody, as my old colleague Nick would say, is having a giraffe!
