Russia might, if pushed, use nuclear weapons against the US, but probably not in Europe. Their aim has been hegemony and territorial expansion. You don't render land you intend to conquer unliveable and you don't kill off most of the people you intend to exploit.

That's why the Cold War stayed cold. That's why those around Putin will not let him use nuclear weapons in Europe. Especially not in Ukraine, which is right next door!
