Regulated capitalism. Capitalism harnessed to benefit the community rather than the individual. Start with a tax regime that punishes companies who export jobs overseas, who underman, who de-skill and of course who pay bosses huge bonuses while workers take a pay cut. Counterbalance with generous subsidies for opening plants etc. in places of high unemployment, for proper apprenticeship programmes, for effective upskilling, for employee retention. Also, reduce the wage bill by introducing a UBI.
