OK, so nobody - and I mean nobody - is ever going to voluntarily give money to government. Nor will they pay a penny more than is absolutely necessary to the people they employ - they actually would prefer serfs or slaves to employees. Most certainl.y they will not voluntarily provide for the less fortunate - the sick or those unable to work for other reasons (such as there being no jobs for them) would be left to starve.
If we start with the proposal that the reason for and responsibility of government is the well-being and safety of all its citizens, then we have two options. One is to restrict the definition of 'citizen', by skin-colour, gender, religion, wealth or any combination of these, which has been done in all times and places, and still happens today. Or, if we truly believe that all people are equal, then all must be citizens. At this point, the government must then carry out its responsibilities and in order to do so - given a money-based system - it must seek ocntributions from the more fortunate to assure the well-being and safety of the less. As stated, such contribution will not be made voluntarily - at least in the amounts necesary and probably not at all. So then the contribution must be legally required and enforced. Since the rich will do anything to retain or regain their wealth, a large government apparatus is necessary to ensure that at least some contribution is made and that some of it at least will reach the needy before the rich can snatch it back.
Nothing need be this complex except for the fact that people - all people - are such complete pieces of shit!
