Legalisation won't work. Governments will hand off the licences to private companies and impose a high level of taxation. The companies will respond by diluting the product so that it costs them less, in order to make a profit. Organised crime -with no taxes to pay - will be able to give a better product at a lower price, so the users will continue to buy from them. Then the cartels will set up companies to buy the unprofitable licences and make sure nobody can afford to buy legally. Nothing will change.

Better for the government to produce the drugs and sell them at cost or even at a loss to undercut the illegal dealers and put them out of business.
