Her Majestys’ Government, having received and studied the information and recommendations given by various interested parties, makes the following proposals.
That a network of telephonic communication between properly equipped computing machines be established, to be known as the ‘Internet’.
That the Internet shall utilise the existing telephonic network.
That the Internet shall be provided and controlled by the General Post Office (GPO) under the authority of the Postmaster-General.
That connection of domestic computing machines to the Internet will be generally available subject to the payment of an annual Licence Fee of £1.10s per household, payable at the Post Office.
That companies, institutions, clubs and other associations be permitted to place repositories of information, periodicals and other publications on ‘Websites’ where these materials can be viewed by the public. These Websites to be created and maintained by GPO employees at a scale of charges appropriate to their size, content and monitored use.
