If the parents are so witless and uncaring as to be unaware of their childs' situation, there is nothing to be gained in violating the students' request for confidentiality. To the contrary, there is potatial harm in doing so. Your decision is, given the context, both ethical and moral. The law is sometimes an ass, if only because the people who make laws are too often assholes!
