I'd tend to disagree. The human race is 5% wolves, 5% herders, 40% goats and 50% sheep.

Both herders and wolves are predators.

Wolves kill indiscriminately and devour what they kill, ignoring the rest of the herd and allowing them to starve, fall off cliffs, walk into swamps, die like flies from disease, etc. Then one day, the flock is gone and the wolves turn on each other or starve.

Herders take care of the herd. They lead them to better pastures, keep them clean, safe and free of disease. But they help themselves to the herd's wool, milk, meat and even dung for their own use. They can even capture and train wolves to help control the herd.

The difference lies in the herds themselves.

Sheep are stupid, meek and easily scared. They need to be driven. even for their own good.

Goats are intelligent, stubborn and can be aggressive. They need to be led, and led well.

Wolves are wolves and will never change. The nature of the herder is defined by the herd. The more sheep in the herd, the more authoritarian the herder must be. More goats, and the herder must be a better leader.
