I do not understand this. When a British PM loses an election, he packs his bags and leaves Downing Street the next morning. The new PM moves in. Done. Authority is transferred as soon as all election results are in and the Queen asks the leader of the victorious party to form a government. This in a country deemed by many to be so buried in tradition and ceremony as to be dysfunctional! Meanwhile, in slick, modern America, a perfectly simple process takes two or three months! I'd laugh if it wasn't so tragic!
