First, I agree with your entire thesis.

But what jumps out at me - because of my nationality - is WTF kind of so-called 'civilised' country enshrines the right to use lethal force in law? I mean yes British ARU officers are allowed to to do so, but they'd damn well better be able to prove it was necessary, because if they can't prove that either they or the public were in immediate danger of death, there's Hell to pay! Over here, the law is clear, if you shoot an unarmed man, self-defence or not, you're going to get arrested on the spot! 'Reasonable' or 'proportionate' force in self-defence is all that's permitted, and all weapons carried are considered 'offensive' under UK law - not defensive. Most farmers here own shotguns, but they know better than to use, or even threaten, burglars with them (poachers are a different matter).

This isn't just a matter of racism, then, it's also one of Wild West laws still being in force over a century after they should have been repealed!
