Dawkins was attempting to do what he himself described as near-impossible. Attempting to create a system or structure for atheists which would match the consistency of what religion offers to the believer. But as he himself remarks, organising atheists is like herding cats. A tendency to independent thought characterises a lot of genuine atheists, and they no more like being told what to think by another atheist than they do by a priest.
He'd have been more successful if he'd stuck to what he knew!
