Contraception - pre-emptive abortion, if you will - remains the most ethically uncomplicated solution.
That said, the window for legal abortion varies from place to place. In some circumstances, it relates to increased advances in neo-natal care which now allow severly premature babies to survive. There are people alive today who would have been miscarriages or 'stillborns' as little as ten years ago. So as technology advances, so does the ethical issue become more complex. If we take potential survivability of the foetus/embryo outside the mothers' womb as the limiting point for legal abortion, this will be pushed further and further backward over time.
The primary line of attack must therefore be universal, comprehensive, balanced and compulsory sex education. When I say compulsory I mean that no religious interference from parents or schools can be permitted, and no child can be withdrawn from the subject. At the same time, we should teach that abstinence is an acceptable method, to counter the social pressure to be sexually active, which has been overwhelming since the 1970s.
