Any party of government pushing 'Socialism' of 'Communism' from the top down is actually Fascist. This is why we speak of Social Democracy when we want to create a society that balances the benefits of capitalism with the duty to provide public goods and a basic standard of living for all as of right.

True Communism or Socialism starts from the bottom up, with communities directing their own affairs by consensus and higher tiers of government providing little more than co-ordination between them.
